The offline installer works when the web installer does not work, or when there is no internet connectivity. The offline installer does not include the language packs, which can be downloaded separately here. and also it is quite large. The advantage it has is that it can be used for multiple system installation offline.

This version of the .NET Framework runs side-by-side with the .NET Framework 3.5 SP1 and earlier versions, but performs an in-place update for the .NET Framework 4, .NET Framework 4.5 and .NET Framework 4.5.1.
